Summary: Directs all technical and administrative functions of the purchasing section of GCRL
Acts as liaison between GCRL and the State Offices for Purchasing and Travel, the Information Technology Services and Hattiesburg Purchasing and Procurement Services.
Develops, revises and implements GCRL Purchasing and Technology policies and procedures; must have full understanding of related State and GCRL procedures; must continue to look for cost and procedure improvements.
Negotiates all procurement contracts and investigations of violations of such contracts; prepares documentation such as specifications, legal advertisements, tabulations, notifications and other pertinent documents; educates faculty and staff in purchasing procedures to prevent violations of policy and law.
Responsible for self development and training to maintain an extensive knowledge of the Mississippi Codes regarding the State Purchasing Laws and Information Technology Services.
